high idle 2700 rpm in park and neutral: Put in gear and rpm ramps down to 700 rpm, Allow car to move forward on its own and the rpms will ramp up with out touching accellerator.

I would check for vacuum leaks. Sorry I can't be more specific, but there are so many places for them. When your engine ingests unmetered air, the oxygen sensor decides it's running lean and tells the computer to add more fuel. More air and fuel raises your engine speed. First thing I would do is a visual inspection of all the hoses for anything that looks fishy.
