First, turn on headlights, and try to crank while someone watches headlights. If they dim nearly out, battery may be bad. If not, make sure its in park, and try placing gear selector in neutral and see if it cranks. The neutral safety switch could be bad, and older explorers antitheft will stop them from starting not cranking, newer I believe block cranking.
It'll turn over and act like it wanna start but won't crank.
cranking and turning over are the same thing so it will crank but not fire have you changed the spark plugs and wires

neutral safety switch, it's on the trans where the shift cable connects to the shift arm. Easy to replace. My 2000 did the same thing. Starts in neutral fine but not in park.
