Can you put 18 inch tires on 19 inch rims?

I took my car to Cole Muffler -Mavis Tire the other day, I wanted Michelin Tires that were recommend for the vehicle 245/45VR18. I noticed that the tires were smaller than the ones that were taking off and the car road funny, I then measured my rims, they are 19 inches, doesn't it seem they would notice that when they were installed. What would you suggest I do? I paid over a grand for these the tires.
The wheel is measured where the tire bead sits, not the outer edge. 245/45-18 is the OEM size for the car. It should be on a sticker located on the end of the drivers side door.
if you think they messed up take it back n ask there should be a warranty by that price
