I am wondering if a 1992 ford ranger 4.0 ohv will work in 1999 ford explorer 4.0 ohv.

Yes, the 4.0 pushrod engine was used in both of those vehicles. In 1999 Ford used both the pushrod engine and SOHC 4.0 displacement engine.
