The blower resister for the fan has malfunctioned. Replace the blower resister and all fan speeds with work. The dash vent control is powered by engine vacuum. If there is a loss of vacuum from a hose the default position is defrost or blowing up on windshield. Find the vacuum leak and you will have air flow from the dash vents
