1997 wrangler brake booster

Is there any way to test the brake booster to
see if it is bad other than just replacing it
with a new one

At first you may have brakes but then the pedal will hit the floor an no brakes. Or when holding on the brakes the pedal will slowly go to the floor like it's losing pressure

Put your foot on the brake and start the engine. If the pedal goes down a 1/2 inch or so when the engine starts the booster is likely okay.
