I would start by cleaning the throttle body, and the idle control module make sure it is cleaned thoroughly and make sure you only use throttle body cleaner.. If that doesn't work have someone put a fuel rail test on the Jeep.

So I cleaned it and it worked but now it still has a high RPM and stutter when I take off but when I drive it just has a high RPM and when Im at a stop light my car want to take off and makes it harder to break
You may need to replace the throttle position sensor shouldn't be more than $40
