Hate to say this, but new starters can be bad right out of the box. You can short across the starter solenoid and see if it engages. make sure the car is in neutral and only do it for a second. if the starter spins but doesnt engage and turn the engine, then you have a starter problem. I am assuming of course that the battery is fully charged and all that good stuf.
