1998 ford ranger

When cranking, there is a metal to metal sound and
hesitates to start. Second time trying to start makes
same sound again and then starts. Does that sound
like Maude a bad starter?

It's probably the starter going bad. Take it off and check it out, sounds like its not fully engaging when you first try to start it.
