Driver Headlight won't work, gets hot; tested fuses under hood,

2003 Nissan Sentra automatic.  The driver-side headlight won't work, halogen bulb gets hot. I switched bulbs and it still won't come on using the passenger lightbulb. The fuses under the hood for headlights are all working..
However, under the driver's side dash are some fuses also.  There are three rows of various fuses with three spare fuses on the top.   
With a 12 volt volt meter, only the left row of fuses brought on the light.   The other two rows on the right did not light up.

I took it to PC Auto Electric in town. The technician took out a sensor in the driver door....then he soddered it and put it back together and it worked. Cost was 85 dollars Canadian. He said if the car was newer he would have had to replace the sensor at around 200 dollars. So I'm grateful.
