You need to start by evaluating the engine. If you have coolant in the engine oil or oil in the coolant then there is a head gasket problem of a cracked head. The cam timing could be checked and you could also check the compression and use a bore scope to look inside the cylinders. What exactly happened?

It'll turn over but not start and the oil isn't milky. I had the fan clutch and radiator changed but the mechanic who did it used stainless tie wire to hold the radiator in place. I was driving home from work and my temperature gauge red lined and black smoke came out of the tail pipe. I found out that the tie wire broke and the radiator hit the steering box which put a pinhole in it.
