Have a Pontiac G6 it got stuck and water turned off on me water did not get to the engine replaced the battery and replace the starter it makes a clicking sound when I turn it on

Clicking sound is typical of a bad starter or weak battery. Since you already replaced both, I would go over your work and insure the battery is at full potential with tight, uncorroded connections and the starter is connected and well grounded.

Had two different mechanics check the ground and the battery one other mechanic said something about Hydro lock or rapid cooling the engine will not turn over even when you try to jump the starter
