Is the cooling fan coming on ? Water pump could be bad not circulating anti freeze. Cooling ports in the engine block could be clogged use a good cooling flush.

They said that the fan was on while they where test driving it after changing the radiator and putting fluid in. Said it's still overheating.

Did you bleed the air from the cooling system after replacing those parts ?

Remove cap from over flow tank add anti freeze to full mark leave cap off and start vehicle and let idle once thermostat starts to open anti freeze level in over flow tank will drop add more anti freeze to full mark then put cap back on. It is normal for the anti freeze to start to back up in the over flow tank before the thermostat starts to open.
