1998 Sunfire PassLock problem

I had an issue with a messed up lock cylinder, so I replaced it with a new one. But the computer does not seem to be trying to learn the new PassLock. The car will start up then stall out, the security light flashes 3 times then stays solid. I have attempted the 15 minute fix multiple times but the security light never continues to blink. Just flashes 3 times and stays solid. I then replaced the ignition switch just for the heck of it with no change in the issue... It's like the system is not noticing the new PassLock... Ideas?

https://www.youtube.com/watch?v=_njAVpk47_c Try this video. There's a 10 minute relearn for the car to pickup the new lock Cylinder. Not sure if it will work, but worth a try.
