half of what its hoghest then loses power
and goes all the way back down and it

Did you check to see if all pulleys were free spinning and that everything turned smoothly? The belt shredded for a reason
I tried spinning the pulley connected to the oil pan and it spins but then gets harder to spin
All the pulleys are free spinning except the pulley going to the oil pan could that be a bad bearing sorry i dont really know much about this car im ised to working on my 85 camsro
And i think the belt was just worn none of the wire connectors are busted either

The lowest pulley won't spin freely because it attached to the crank shaft.
Thats what i thought now do you think it could have somthing to do with the timing?

If the car fires up and idles good, the timing is just fine. Have a scan done to determine what else is going on.
Wait, you said "I tried spinning the pulley connected to the oil pan and it spins but then gets harder to spin " That would indicate the lower crankshaft pulley is loose and when you spun it, you tightened it. Put a wrench to it and make sure it is torqued correctly. That could be the reason the car won't go over 35 if the timing mark is wrong. Better check the crank bolt first, then check TDC. If it is correct, then time the car again.
