My locks seem to not be getting enough power. Is this a fuse box issue?

2004 Saturn Ion 3:My locks seem to not be getting enough power.  When trying to use
the unlock/lock switch, all the locks will move slightly, but not enough to fully lock or
unlock the vehicle.  When I leave it alone for a long time, it seems to work best the first
time I try it, and possibly lock all the doors, but as I continue to unlock and relock the
doors, they seem to get worse.Also, there seems to be certain features that remain on
when the car is turned off till a door is opened.  My drivers door does not trigger these
features to turn off, but instead, I usually have to open any other door in order for them
to shut off.  Is there a specific place I can look at for this issue as well?

It could be a dirty contact in the switch, also the lock actuators and mechinsms could be lubricated.
