Truck won't start

The truck has been sitting for over a year we have
replaced the starter and the battery because they
were both bad when we try to turn the truck on it is
a screeching noise and it won't turn over what
could possibly be the issue?

Starter is not installed correctly, notice kind of a knob on the drive end of the starter? It has a mating receptacle in the engine block. Remove starter bolts and nuts jiggle the starter until the starter moves in you should feel it go in then reinstall fasteners
