Overheating

I have a 1997 Dodge Ram 1500 5.9 360 4 by 4 over
the last month Plus I have replace nearly the entire
cooling system and still it's overheating it
overheats sitting still I'm at a loss and don't want to
write my truck off after all the time I've had it
anything that could be suggested would be
amazing it has new radiator new pump new
thermostat no clogs that I'm aware of the upper
radiator hose does not get hot at all I have heat in
the cab and when I took the thermostat out of my
vehicle it did cool down and didn't overheat but as I
said I have a new thermostat so it's not that at first
I thought I bought a bad one so I bought another
maybe my luck is that bad so I bought another and
still the top hose is not getting hot I check the
thermostat what's boiling water so I know it's
functions I just don't understand why the pressure
will not build sufficiently and I'm not getting
circulation I'm losing my mind if anybody has any
ideas please let me know

Top hose is now hard as a rock and the thermastat opens up and bottom hose gets cold top few rows on radiator are extremely hot the rest down. Are cool to the touch
