My 2002 Dodge Ram shifts hard from 1st to
2nd gear. I checked the trany fluid. It looks
clean, but it looks like there might be too
much fluid in there. Could that cause it not to
shift properly ?

Yes, a high transmission fluid level causes aeration in other words the fluid gets whipped into useless foam. Perform a transmission service and make sure to use the correct fluid when adding a bottle of something like trans-x may help if used after the new fluid is in. I hope this helps, take care.
