My radiator fan won't go off after i take the
keys out of ignition then my theft light
came on and the car died going down the
road and every time I try to crank it it blows
the big fuse under the hood

I don't know which fuse is blowing? My info shows a 60 amp fuse for cooling fan, it you pull that fuse, it should kill the fan so you don't run down the battery. You have a ccrm that controls the fan. I can't tell if that module is faulty or something else going on? I believe the pcm has to ground that circuit, so, it could be a wiring problem? Can you check applicable trouble codes?

No I can't check the codes don't have a meter can't get it to a shop
I need to know which fuse is blowing? Does the fuse box lid have a legend that tells you which fuse does what? What is the fuse amp rating? You don't need to take it to shop to check codes. All you need is an obd2 code reader. Your local auto store should sell them or maybe Walmart. I can try to help with testing, but, you have to do the testing. If all else fails, call a tow truck and have it towed to a shop.
