1998 chevy cavilier will not start, changed out ignition switch, still nothing?

Car may have experienced water from rain storm.  Replaced ignition switch, after experiencing smoke from steering column.  Still will not start.  All lights come on, plenty juice from batter.  Turn key: no sound, no click, nothing.

We recently experienced a similar problem with our 2005 Chev Cavalier and had to get the fuel pump replaced.
