I have a 1991 chevy astro van it will turn over and
over but it won't start changed the fuel pump and
battery. What can the problem be

Wasn't run dry had has in it when it started happening.

Yes even took the tank back off and unhooked the hoses and Gas came out the hoses so it's definitely not the fuel pump.

It could be the EGR valve. Those things won't even TRY to start if they go bad.
