89 chevy sprint...timing issues

My 89 chevy sprint 1.0L 3 cyl. Non turbo has
issues starting. I am not a mechanic and have
been researching alot on google to slowly
investigate my issue. I've had an ongoing problem
for three weeks now and it is definitely my timing. I
went a bought new spark plugs,new spark plug
wires a new timing belt and new serpentine belt.I
went ahead and have tried setting my timing and
for a total of about 30 hrs I have had no success.
Today I found a link to do with a worn crank pulley
keyway, my center bolt does goes hand loose
meaning I can take it off by hand without
wrenches and I was able to pull the pulley off with
my hands....both seem like red flags.....I did notice
a bad wobble prior to these issues happening. So
now I need a walk trough on how to replace the
worn crank pulley and learn how to spot yhe the
obvious signs of damage both on the pulley,
keyway amd crankshaft itself. Question. First
step.....after taking pulley off.....do I take the
bottom cover of the engine off to access the
crankshaft? Is this a no no or what.....any
information is greatly needed and appreciated.

Never hard of a crankshaft pulley being loose! Why was it loose? Did someone mess with it and not tighten properly? Take it off and inspect the pulley, keyway, key and shaft. Sounds like it wobbled and thus wore the tight fit that is normally there?

Not sure. Went loose three weeks ago. I don't know how long it was loose though tho be honest. I just noticed one day the wheel was very wobbly.
