My 2004 Ford Explorer wont come out of park and the brake lights dont come on

Sounds like the brake light switch. You have to step on the brake pedal inorder to shift out of park, plus the brake lights are not working. Replace the brake light switch.

Check your grounds and battery. If the battery is dead, or no ground, the vehicle not come out of park. Happened to me on by 2003. Called the service department because it would not come out of park while in a single car car port. Told to check the battery and connections, that was it. NOTE: If the battery goes dead because of age, the same thing may happen.
