how can i tell if rings are stuck or valve stem iol seals are bad car smokes at all time smell of oil.

while it is idling remove the oil filler cap while covering it with your hand... BEWARE- though it wont do damage to the engine, DEPENDING on how far gone the seals/rings are there will either be a vacuum on your hand, or it will force the oil out of the hole. but if it does then you will know for sure the rings are bad...a stuck valve should do some sort of ticking.....

do a compression test dry, then add some oil to the cylinder and do it again. The numbers will rise. But if one was at 80 when dry then wet was 180 you have a ring issue. If there was only minor changes probably valves. Ultimatly just do them both. Take the head off to do the valves and send the block in for rings. If the rings are bad they might have put some wear grooves on the bore.

more than likely it will be a valve problem, do a wet & dry compression test.
