try a bottle of fuel injector cleaner in a tank of gas.a snorkel filter wont improve milage, new spark plugs ,plug wires.changing your driveing habits could also help, especally if you have a heavy foot on the gas peddle.

running a grade hotter plug than recomended and an after market air filter and your engine tunned to it this will lead to a hotter burn with less fuel being used try altering the style of driving and keep the revs down and short shifting can also help if you can get it right

i agree ngks are about the best but you will need the twin electrode type to create the even burn

If you is only getting 4 km from 70 litres, check underneath for a massive fuel leak.
