Rear brake restriction

I  have a 1978 Toyota pickup. Usually, when I back out of my driveway, the rear
brakes(as far as I can tell) will make a loud rubbing sound then freeze up on
me after a partial rotation. I'll usually force it a few times, then I can get it loose
and the sound goes away. It doesn't happen again until the next time. I've
taken it to 1 or 2 mechanics and they tell me my brakes are OK.
Your input would be appreciated. Thank you.

I would take the rear brakes apart, clean and lube everything and install new shoes. If you can buy a new hardware kit it could help to replace the springs and other parts.
