when attempting to decode errors from my1989 v6 pickup I get no diagnosis codes nor do I observe 2 sec flashing Check engine light, is the ECU working or not?

I verified power and ground cables are good, battery fully functional, There must be a simple test to verify that the ecu functioning properly.
