How do I lower the idle on my 82 245?

It won't pass smog because the idle is too high so the timing couldn't be checked.  In drive it's fine.  The car revs like it's cold all the time and tapping the gas pedal doesn't make it kick down it just revs higher.

There should be a screw under the intake manifold that controls the idle.
