Idle control valve replaced with new genuine part. engine still idling up and
down. When start revs go up to 2200 revs and come slightly down and revving
between 1000 and 1500 revs

This sounds like a vacuum leak or a throttle position sensor malfunction. Have you done any live data tests yet.
