I think a frame off restoration on a non numbers matching car might be a waste of money. Keep it original, including paint if possible, just get it cleaned and detailed, if the 400/TH400 are in good shape keep them or build them. A very clean low mileage body is worth some money, but without a numbers matching drive train it'll never be a museum piece. That lack of original drive train might also make this a good candidate for a resto mod, or pro touring or pro street, which can make it worth more than as it sits now.
