I have owned a 65 twin I beam twice (bought it back), It would sometimes flood out but would run after a while of trying it ended up being two cracked pistons. Which I had done all the normal things before Like you did including plugs & wires & air filter. And went to go ahead and change out old gaskets as it had some moist areas around intake and heads and did not know for sure which or all it needed so did them all and found the pistons cracked.

By the way with the oil pan pulled and head off one can rotate the motor around and pull one rod cap bearing at a time and push the piston and rod up and out the motor and drop a new one down after installing the rod from the old one to it in from top like normal procedure and then reconnect the cap from below just best to do all with new rings set for standard rebuild and If there is no damage to cylinder walls and cap and mains are fine without scoring.
