1971 Plymouth scamp only one vent line front of tank where does connect to?

On the fuel tank there is one fuel line and one vent (in tank) I followed out the
both 5/16 lines going towards the engine compartment - except the vent line is
incomplete stops under the passenger side can anyone tell me is that line is
supposed to continue to the engine bay or somewhere else - if the engine bay
we does it hook into? this vehicle does not have a charcoal canister

It should have a charcoal canister. The EVAP system, or ELS (Evaporative Loss System), as it was called was required in California beginning 1970 and Federally beginning in 1971. A factory shop manual will show you how to route the hoses and where the charcoal canister should be. Hope that helps! Jim
