Wiper fuse

On the 2003 Cadillac Seville there are two fuse blocks. One is under the left rear passenger seat, the second one is under the hood on the passenger side. Go to the under the hood fuse block and open the lid by pressing the tabs on each end while lifting. The wiper fuse location is labeled inside the lid as #3, a 30 amp fuse. If it's burnt out, replace it. If not burnt out, your problem may be a relay in the same box. Again check the lid for location of wiper relay. Swap it out with another relay to see if it works. Eventually buy the replacement if needed. And finally, if fuse and relay are good, there is a control board or a motor that may burn out too. Hope it's only a fuse.

I checked and your wiper fuse is the same as the 2003 Seville, in my first reply.
