Front belt needs to change

Sadly, 4 grand for a '98 Honda is acceptable in todays market. As for the serpentine belt it's easy to replace if you have any mechanical skills. It should be in stock at any auto parts retailer.
I would think $4,000 is a little high for a 1998 no matter the condition. I would offer closer to $3,000 and have him replace the belt before you take it off his hands.
front belt is real simple, i'm sure even you could do it! and for that price you should tell the guy to provide an extra set of tires and rims Thanks for playing
Well if you look at the current state of the economy with gas one can get more for hondas. But if you just look at its blue book value he has it priced under that of a good condition 98 ex coupe in excellent condition the blue book value for that car is $4700
