Has the timing belt ever been replaced? I think on that model you can see if it is broken by watching for rocker movement with the oil fill cap removed from the valve cover while someone tries to start it. No rocker movement while the engine is cranking is a good indication that the timing belt is broken and a good place to start troubleshooting.
Sounds like the timing belt broke. If that is what it is, make sure you replace the water pump at the same time. Find a good mechanic who has experience with PT Cruisers as it is quite a deal to replace the belt and if they have no experience, they'll have a booger of a time doing it.

My 2006 did this when it overheated. Radiator replaced, (then eventually head gasket).
