I have a 2001 sebring. It will start occasionaly. Mainly after the battery has been charged for an hour or so. Battery is fine. Has been tested. Dash lights come on. Turn the key and nothing.

I would suspect a wiring issue. Do you get any clicks buzzes excetera? Are you sure the battery is fine? A warm battery may pass but a cold battery can still drop out if it has a weak / bad cell. Try to shift in and out of park. In a nut shell cars boot up process is to: check all electronics, turn on fuel pump and get the fuel system up to pressure, check the shifter sensor, check that the engine is not rotating, then fire the starter solenoid.
