both tail lights wont works

HI. I have a dodge grand caravan 2005. the brake lights, blinkers n reverse lights works fine. but the tail lights, thats supposed to stay on at all time wont works.
i really hope that i can fix it my self.  
fuses and bulbs are fine.  but i noticed, with a voltmeter, that they was no current in the 2 fuses sluts but some in the relay slut.
i think its some default wires, connected to the fuses box . i have no idea , in the back of the fuses box, witch wires are the one connected to the relay n the fuses. hopefully. someone can give my some info
hopefully someone here can give me a advise. thanks if you do

it is a 10 amp or 15 amp fuse the cover on the fuse box will tell u the one it is.it will be marked( tail),
