My steering wheel on my 1988 chevy c1500 is extremely loose. It steers ok but wobbles really bad. Does anyone know how to fix that?

I have a question pertaining to this exact repair, but it is on the reinstall of the steering wheel. I can't get the plate that is notched out for the steering lock, pushed down far enough to be able to put the retainer ring back in to place.
