brakes hard to push to stop

This truck seems to need more foot power than normal to stop the truck. I've checked the brake pads and the caliper pins for being seized but all move freely. I'm about to check the rear brake adjustment and the vacuum booster.

Jump right to the vacuum booster and check for proper vacuum to it ... If it has its proper vacuum - replace it
