i unplug the resistor on my 1993 GMC pick up heater blower and the blower keep on blowing on high but the blower won't turn off when i turn the switch off

correct, the resistor is bad,that is what gives you your lower speeds, time for a new one. ( check wires also,make sure there not burnt.)
