i have a 2003 dodge caravan and the turn signals and brake light works but the running lights dont and i have just replaced the bulbs in it still not working

Have you Used a multi meter to check the sockets that's not working? Did you use bulb grease on the new bulbs?

Have you had any work done to it lately? If so look for a loose frame ground.

where would the loose ground wire be on the 2003 dodge caravan?

Honestly they can be just about any where. Mostly along the fender wells and fire wall. But seriously they can be anywhere on the metal portions of the body or frame.
