My 2001 Taurus engine speeds up and slows down whether sitting or driving, and is using lots of gas.(1/4) tank to 40 miles. What could it be?

You may have an air leak in the system, causing the system to think it's running lean, so the computer will inject more fuel to correct this, causing poor fuel economy and rough idle
