If you live in Canada, yes. It is mandated by the Gov. Or if the car came from Canada. In 2000-2003 When the Canada $ was LOW a ton of cars went to the states (acutions, mass US dealer buys (they bought all trade in's from canadian car dealers), Some even bought right from the Local Autotrader). So alot of canadian cars went to the US. at the time our dollar was close to 50-60 cents per US dollar. If that is not the case it is either a previous owner put them in or the selling dealer/MFG (Dodge) installed them. Sometimes people add them so they can "Time" the lights to stay on a little bit after you shut the car off, So your pathway is lit. Hope this helps. Best of luck.
