i turned the key off in my 2001 chrysler intrepid but motor kept running.

now the car heater wont work, nor the turn signals. everything else seems to
be operable.

These Early 2000's Chrysler have a known Ignition Switch issue. The switch in the steering column Mechanically wears out and falls apart. It will need to be replaced. You can save the key cylinder so you don't have to rekey the car, but the switch itself will need to be unplugged from the wiring harness and replaced.
