how to unlock a steering wheel without a key

I bought a dodge dakota from the late 90's/early 2000's, the lady's son broke
the windows, took the lug nuts, left the tires on, and took the keys, the steering
wheel is locked and I need to "unlock" it without keys, I'll replace everything
later, but I need that done. Thank you.

I think you can drill out the ignition switch but it will destroy it and not be able to install a new one , you'll have to get a whole new/used steering column .

A local locksmith can come out and make you new keys. If the vehicle has any kind of security system I'd suggest doing that. It'll be cheaper in the long run. Hope that helps! Jim
