Is it not blinking on either side? Is it not blinking front and back? Any other lights not working? Turn on the car, flip the blinker on, and place a voltmeter onto the contact in the bulb socket. Is it receiving any power?

Not on either side. It also makes this really loud sound. All other lights are working. I will try and get my hands on a voltmeter. Thank you.

may be an issue with the flasher. try swapping the hazard and turn signal flashers and see what happens. if the hazards quit working, the the flasher is bad.
