1999 Dodge Stratus cam marks wont line up when putting the timing belt on

What are we doing wrong here? After using 2 mens' strength to get the dang
timing belt on we find the cams are off on the top end. have worn our selves 8
times over the past 2 weeks now trying to get this right and nothing is working.
does anyone have any ideas on whats going on?

Try putting top cam mark at 11 oclock when tensior is released it will rotate to 12 top dead center

Oh and make sure you spend the money and the part store rent the camshaft sprocket holder tool never use pipe wrench or wrech
