i got a 95 SOHC that's idling at about a 1000 and i want to bring it up to 13 or 1400. How to do so with out messing with the idle screw?

Why would you want it to idle that high? The stock/ideal idle is right around 900-1000rpm's. If you want it to idle high just mess with the idle adjustment screw. That's what it's there for, use it...
