You have a short circuit in your electrical wiring. I'm guessing it's in the tail light circuit. Good place to start would be to check the sockets of the tail light bulbs. There might be rust or corrosion in the socket creating the short. There may be larger problems like a wiring harness that has rubbed through somewhere and shorting to chassis ground.
